			<content:encoded><![CDATA[<p> (Annapolis, Md.) The Navy says it will discipline the former leader of a bomb-sniffing dog unit in Bahrain following an investigation into allegations of hazing and sexual harassment.</p>
<p>Among the alleged victims was a gay sailor who said he developed post-traumatic stress disorder from the abuse and left the Navy by outing himself.</p>
<p>The decision to discipline Chief Petty Officer Michael Toussaint (too-&#8217;SAHNT) was announced Wednesday, following the Navy&#8217;s decision last month to review more than 90 allegations occurring between 2004 and 2006.</p>
<p>The Secretary of the Navy also is issuing a letter of censure.</p>
<p>The Chief of Naval Operations has directed the Naval Criminal Investigative Service to conduct additional interviews with Navy personnel who were formerly stationed in Bahrain.</p>

			<content:encoded><![CDATA[<p>(Pascagoula, Miss.) Secretary of the Navy Ray Mabus says allowing women to serve on submarines is an idea whose time has come.</p>
<p>He says he sees no major hurdles from the Obama administration implementing the policy change.</p>
<p>Mabus gave no timeline for when the change would take effect. He says officials first must figure out how to do it and notify Congress about the plan. Then women must complete training to serve.</p>
<p>Mabus says women should be able to serve throughout the Navy and the proposed change would be in keeping with that. His comments came Thursday during a visit to Northrop Grumman Corp.&#8217;s shipbuilding yard in Pascagoula.</p>

Still no one in custody for the murder of three at a <a href="http://www.365gay.com/blog/two-dead-after-shooting-in-tel-aviv-lgbt-youth-center/"><strong>Tel Aviv</strong></a> gay and lesbian center. There might have been a <a href="http://www.haaretz.com/hasen/spages/1104781.html"><strong>personal</strong></a>, not political, motive.</p>
<p>3. Glad the media stopped talking about the <a href="http://features.csmonitor.com/politics/2009/08/01/obama-beer-summit-provides-gold-mine-for-comedians/"><strong>&#8220;beer summit.&#8221;</strong></a> Wish the story was handled  <a href="http://www.nytimes.com/2009/08/02/opinion/02rich.html?em"><strong>better</strong></a>, but when the (perceived) topic is race there are only so many narratives we like to hear.</p>
<p>4. If you <a href="http://www.boston.com/news/local/massachusetts/articles/2009/07/31/racist_e_mail_sparks_questions_on_free_speech_police_image/"><strong>call </strong></a>a  black person a &#8220;jungle monkey&#8221;  you are not allowed to announce how utterly free of racist animus your soul is.</p>
<p>5. Any summer  movie suggestions?</p>
<p>6. The <a href="http://www.navycompass.com/index.php/top-stories/1724-jonathan-campos-found-dead-"><strong>suspect </strong></a>in the murder of sailor  August Provost, III killed himself. Not sure there will ever be a satisfactory answer to why Provost was murdered.</p>
<p>7. Blueberries are expensive this summer.</p>
<p>8. The <a href="http://www.colbertnation.com/the-colbert-report-videos/229691/july-28-2009/womb-raiders---orly-taitz"><strong>leader</strong></a> of the <a href="http://www.politico.com/news/stories/0709/25444.html"><strong>&#8220;birther movement&#8221;</strong></a> is nutty and needs a cosmetic adviser. And birther crazies? Please leave no comments. Just go fix your tin foil hats.</p>
<p>9. What will I do now that the Olberman and O&#8217;Reilly<a href="http://www.nytimes.com/2009/08/01/business/media/01feud.html?scp=2&amp;sq=Bill%20O%27Reilly&amp;st=cse"><strong> feud</strong></a> is kaput? These two knot heads having a beef is why I don&#8217;t miss TV.</p>
<p>10. I&#8217;ve said this before, but it needs repeating . Spent the weekend watching season one of  <a href="http://www.hbo.com/thewire/"><strong>The Wire</strong></a>. Anyone who didn&#8217;t nominate the show for an <a href="http://nymag.com/daily/entertainment/2008/09/the_wire_continues_its_emmy_st.html"><strong>Emmy</strong></a> is a moron.</p>

			<content:encoded><![CDATA[<p>(San Diego) The death of a gay sailor who was killed as he stood guard at Camp Pendleton doesn&#8217;t appear to be a hate crime, officials said Thursday.</p>
<p>Seaman August Provost of Houston was found shot multiple times Tuesday in what investigators are calling a random act unrelated to the 29-year-old&#8217;s sexuality.</p>
<p>&#8220;It is clear to the investigators right now that it could have been any sailor standing watch,&#8221; Navy spokesman Capt. Matt Brown told The Associated Press.</p>
<p>Some in the gay community had called for a hate crimes probe. Nicole Murray-Ramirez, chairman of the San Diego Human Relations Commission, said Provost&#8217;s family told her that personnel on the base had been harassing the sailor.</p>
<p>Earlier in the day, Democratic Rep. Bob Filner of San Diego, who chairs the House Veterans Affairs Committee, said he would call for a Defense Department probe to see if the killing was a hate crime.</p>
<p>The Naval Criminal Investigative Service has taken a &#8220;person of interest&#8221; into custody but had not filed any charges. Navy officials said he had made incriminating statements that tied him to the killing, though these statements did not constitute a confession.</p>
<p>Another sailor was questioned and released Wednesday.</p>
<p>Brown said Provost&#8217;s killer burned the guard shack to cover up evidence.</p>
<p>Brown described Provost as &#8220;a rising star in our Navy,&#8221; who entered the service in March 2008. He had completed basic training and subsequent technical schools and was beginning preparations for overseas deployment.</p>
