			<content:encoded><![CDATA[<p>(Fort Worth, Texas) Texas&#8217; liquor board fired two agents and a supervisor, disciplined two other supervisors and changed several policies in the wake of a raid at a gay bar that left a customer seriously injured and led to protests, officials announced Friday.</p>
<p>The Texas Alcoholic Beverage Commission said agent Christopher Aller and agent trainee Jason Chapman, who participated in the June 28 raid at the Rainbow Lounge, were fired Friday. Their supervisor, Sgt. Terry Parsons, was not at the Fort Worth bar that night but also was fired, effective Sept. 2.</p>
<p>Aller and Chapman failed to report that they used force when arresting the customer or that he was seriously injured, according to a report on the agency&#8217;s investigation released earlier this month. They also were accused of participating in the raid without their supervisor&#8217;s approval, disrupting the business during the raid and wearing improper attire, the report states.</p>
<p>Parsons failed to ensure that the agents submitted a report on using force during the arrest, did not take appropriate action after learning they didn&#8217;t wear proper attire and did not notify supervisors that multiple arrests had been made that night, the report states.</p>
<p>The commission said Parsons&#8217; direct supervisor, Lt. Gene Anderson, would be suspended without pay for three days and be on probation for six months, and Capt. Robert &#8220;Charlie&#8221; Cloud, who oversees the Dallas and Fort Worth TABC offices, has received a written reprimand. Both inadequately monitored new agents&#8217; training and inadequately supervised Fort Worth employees and their activities, the agency said.</p>
<p>In announcing the disciplinary actions, the agency&#8217;s chief of field operations, Joel Moreno, said he was confident that Anderson and Cloud could make the necessary improvements.</p>
<p>&#8220;The first step is by working more closely with their employees, mentoring them and serving as positive role models by exemplifying the agency&#8217;s four cornerstones: service, courtesy, integrity, and accountability,&#8221; Moreno said in a statement. &#8220;It is essential that every employee understands our core value: We do the right thing, not what we have the right to do.&#8221;</p>
<p>TABC Administrator Alan Steen, who will make the final decision on any appeals, was not available to comment Friday, agency spokeswoman Carolyn Beck said.</p>
<p>The five may protest their disciplinary actions by submitting a written grievance in the next 10 working days.</p>
<p>Aller, who had worked for the agency for five years, and Chapman, who was hired in April, had been on desk duty during the investigation. Parsons had planned to retire Sept. 2 after completing 20 years with the agency but had been using vacation time.</p>
<p>Phone numbers for the fired employees could not be found Friday. The Texas Alcoholic Beverage Commission Officers Association has not been asked to provide representation for the three, president Darryl Darnell said Friday.</p>
<p>Another sergeant will be transferred from Fort Worth to the Dallas office next week &#8220;for the betterment of the agency and to create change in the office,&#8221; but that is not considered disciplinary action, Beck said.</p>
<p>Aller and Chapman accompanied six Fort Worth police officers to the Rainbow Lounge in what police billed as a routine liquor license inspection for a new business. Six people were arrested for public intoxication, and one patron, Chad Gibson, suffered a severe head injury while in the agents&#8217; custody, the agency and police have said.</p>
<p>Gibson, who was hospitalized for a week, has said he has a blood clot behind his right eye.</p>
<p>Fort Worth Police Chief Jeff Halstead has said authorities set out to inspect the bar that night. But he acknowledged the visit somewhat resembled a raid because some police officers ran inside, responding to an officer&#8217;s two distress calls seeking help with a customer resisting arrest. The two TABC agents were wearing improper attire &#8211; shirts that said &#8220;state police&#8221; instead of coats and ties &#8211; and they didn&#8217;t tell the owner they were conduction an inspection, the agency said.</p>
<p>Since the raid, the agency has changed several policies &#8211; including how it uses force in certain situations &#8211; and is shortening agents&#8217; shifts, increasing cultural diversity training and reviewing the agent trainee field training program, Moreno said.</p>
<p>&#8220;Most of these were not as a direct result of this incident, but we hope they will prevent a similar incident from happening,&#8221; Beck said Friday.</p>
<p>The raid led to numerous protest marches and rallies by gay rights groups, which demanded independent investigations. Some said the bar was targeted because it catered to a gay clientele, and some patrons said they were scared during the raid because agents used excessive force.</p>
<p>A group formed after the raid, Fairness Fort Worth, said Friday that the disciplinary actions and policy changes were appropriate.</p>
<p>&#8220;Fairness Fort Worth appreciates TABC&#8217;s strong commitment to instituting changes that result in better trained agents and improvements to services for all Texas communities,&#8221; spokesman Jon Nelson said in a statement.</p>
<p>A report addressing whether the agents&#8217; use of force was appropriate during the raid is expected to be released in September.</p>

Brian Dortort, 48, said Thursday he has spent weeks searching for his 4-month-old pooch, named Hudson Hayward Hemingway. The dog, about the size of a softball, was in a specialty pet bag.</p>
<p>Dortort said he let a man hold the Chihuahua for a moment during a friend&#8217;s birthday party, then both of them disappeared.</p>
<p>Police said a suspect has been identified, but it&#8217;s up to the Broward State Attorney&#8217;s Office to decide whether to an issue an arrest warrant.</p>

<p>About 250 people packed City Council chambers Tuesday and another 150 watched on televisions in the hallway or overflow rooms as officials briefly discussed the June 28 raid that left one man hospitalized with a serious head injury.</p>
<p>At one point during Tuesday&#8217;s meeting, someone in the audience called out for an apology.</p>
<p>Mayor Mike Moncrief then said: &#8220;If you want an apology from the mayor of Fort Worth: I am sorry about what happened in Fort Worth.&#8221; The crowd erupted in applause and stood.</p>
<p>The Texas Alcohol Beverage Commission and Fort Worth Police Department are investigating the raid, which was conducted jointly by their agencies.</p>

<p>Seven people were arrested for public intoxication during the raid on the Rainbow Lounge early Sunday. Protesters said one person was seriously injured and excessive force was used.</p>
<p>Police disputed the accusation of excessive force and said the department would thoroughly investigate any allegations. The raid was one of three bar checks conducted by police and agents from the Texas Alcoholic Beverage Commission.</p>
<p>Police said two intoxicated individuals made sexually explicit moves toward officers and a third grabbed a TABC agent’s groin. Several patrons told the Fort Worth Star-Telegram that the officers weren’t assaulted.</p>
<p>About 100 protesters gathered Sunday night.</p>

			<content:encoded><![CDATA[<p>(Seattle, Washington) Seattle police say they are taking seriously threats of ricin attacks on 11 gay bars in the city.</p>
<p>The threats were made in letters received by the bars on Tuesday and have been turned over to police. Seattle weekly newspaper The Stranger received a 12th letter saying it should be &#8220;prepared to announce the deaths of approximately 55 individuals.&#8221;</p>
<p>Seattle police forensics investigators are examining the letters and the FBI and Homeland Security have been notified.</p>
<p>Ricin is a poison found naturally in castor beans. It can be in the form of a powder, a mist, or a pellet, or it can be dissolved in water or weak acid.</p>
<p>If made into a partially purified material or refined into a terrorist or warfare agent, ricin could be used to expose people through the air, food, or water.</p>
<p>In the 1940s, the U.S. military experimented with using ricin as a possible warfare agent. In some reports, ricin has possibly been used as a warfare agent in the 1980s in Iraq and more recently by terrorist organizations.</p>
<p>&#8220;We are actively investigating and coordinating with the FBI and other federal partners,&#8221; Seattle police said in a statement. &#8220;We encourage the community to be alert for suspicious activity and call that activity in to 911 immediately.&#8221;</p>
<p>The letters make no mention of a reason for targeting the gay bars and were not signed.</p>
<p>&#8220;I have in my possession approximately 67 grams of ricin with which I will indiscriminately target at least five of your clients,&#8221; the letters said. &#8220;I expect them to die painfully while in the hospital.&#8221;</p>
<p>Police said that if the sender is found he or she will face hate crime charges. Federal terrorism charges also are possible.</p>

			<content:encoded><![CDATA[<p>(Galveston, Texas) Galveston has been virtually destroyed by hurricane Ike &#8211; thousands of homes were reduced to matchsticks and there&#8217;s no power or water. People who fled in advance of the storm are being warned not to return.</p>
<p>Nevertheless, a small number of people remained in the city. Emergency workers are on the scene. And for them, Robert&#8217;s Lafitte offers a little bit of community.</p>
<p>The popular gay bar is one of the few businesses still standing in the city of 60,000 and it has become a gathering point &#8211; for gay and straight people alike.</p>
<p>The bar&#8217;s owner, known locally as Big Mouth Robert, tells the Reuters news service that the building was flooded with about three feet of brackish water, but it receded. With a bit of cleaning, the bar reopened, even offering a drag show and Tina Turner sing-along.</p>
<p>&#8220;All of our customers kind of demanded it,&#8221; he told Reuters. &#8220;It&#8217;s their bar and they kind of dictate what&#8217;s going on. We&#8217;re survivors.&#8221;</p>
<p>People have been dropping off food at the bar for people in need.  It could be months before the city is up and running and food supplies delivered.  With no power, those who remained in the city have been unable to shower.</p>
<p>But the shows at Robert&#8217;s Lafitte have been keeping people entertained and their minds off the devastation that awaits once they leave.</p>
<p>The bar closes early each night &#8211; there&#8217;s still a curfew in effect.</p>
<p>Nevertheless, it has begun cementing relations that once were fragmented between straights and gays.</p>
<p>&#8220;It&#8217;s more than a life saver. This is like the Coast Guard,&#8221; Brian DeLeon, a straight man who told Reuters he had never thought of entering the bar in the past.</p>
<p>&#8220;These are the people who take you up out of the water and make life livable. Once I get back to work, I&#8217;m coming back here.&#8221;</p>
