Adams, who is openly gay, has admitted that while campaigning for mayor, he lied about his relationship with Beau Breedlove, but he denies they were involved in a sexual relationship before Breedlove was 18.

Breedlove said he was 17 when he and Adams first kissed, but Attorney General John Kroger said in a report that Breedlove’s account of the relationship lacked credibility because of past inconsistent statements and a prior felony conviction, as well as evidence he sought financial gain from the scandal.

“At times, a responsible prosecutor may seek to charge an individual with a crime based solely on the uncorroborated testimony of a single witness,” Kroger wrote. “However, a responsible prosecutor will do so only when there are no serious questions about the credibility of the witness’s account.”

Two former attorneys for Breedlove said they did not know whether he currently has legal representation.

The sex scandal broke in January after Adams took office. The controversy divided Portland’s gay community – some said he should resign, others that he should stay.

“I made mistakes in my personal life that led to this investigation. As a result, the city I love was put through an ordeal,” Adams said in a statement. “I am gratified the investigation has been completed, and I want to reiterate that I am sorry.”

Sexual contact with Breedlove before he turned 18 would have been a misdemeanor.

At a news conference Monday, Kroger said his office was not making any judgment about Breedlove’s truthfulness or his “personal credibility.” Instead, he said, the report questioned “the credibility of his account” in terms of how it would hold up during a hearing.

Breedlove refused to answer certain questions under questioning by Kroger’s office, including how much money he’s made from publicity surrounding the scandal, according to the report. He also refused to provide certain witnesses, the report said.

The report also noted that Adams was slow in providing investigators access to certain phone memory cards and e-mail accounts.

Adams, 45, currently faces a recall effort on behalf of a group that claims he subverted the democratic process with deceptive campaigning and abused his power. The group claims the recall has nothing to do with Adams’ sexual orientation.

Jasun Wurster, one of the organizers of the recall effort, says it will continue despite Monday’s report.

“It’s about deliberately lying to get elected, orchestrating an elaborate cover up, which included lying to the press, and his abuse of power,” Wurster said.

Kroger also looked into whether Adams hired a reporter from the Portland Mercury for a position on his staff in an effort to cover up the relationship with Breedlove, but found no evidence to merit a criminal charge.

The report also considered whether Adams asked for campaign contributions under false pretenses but again found no evidence of a crime.

I’ve been searching for hours to find something to ruminate about, and nothing is coming to me. So here is a list of 10 unrelated thoughts, some serious others not so much. This could be a semi-regular feature depending on the responses.

1. Is it naive to wonder why folk who hate gays and lesbians, actually take the time to write a comment and post it on a gay web site. I really hate Duke University basketball, but would never think of going to a site that celebrates Coach K to say something nasty.

2. I’m liking Beau Breedlove more and more. There’s the name. His Unzipped cover. Now he is judging a penis size contest. Can’t blame a boy for working it.

3. Someone needs to tell RNC chair Michael Steele to stop giving interviews because every time he opens his mouth something kooky comes out.

4. Saw Defense Secretary Robert Gates’ Fox News interview when I was at the gym. His comments about DADT weren’t that surprising. President Obama is not going to use any political capital, without being prompted, when it comes to gay and lesbian issues.

5. Why doesn’t my fat tummy recognize I go to the gym?

6. At work (blogging for you lovely readers is freelance; the day job is another media behemoth) the boss gave me props for doing something extra. I thanked him but I wanted to say, “Man have you looked at the newspapers. An old hack like me isn’t going to find a job in this economy so I’ll do anything to keep this gig.”

7. I’m not getting the whole West Virginia thing. When did that state become the epicenter for same sex marriage?

8. Christopher Smitherman, the Cincinnati NAACP chapter president, warned gays and lesbians about consequences if people kept giving him grief about picking homophobe Chris Finney to be his group’s legal advisor. Smitherman, you are no Michael Corleone. Keep the empty threats to yourself. Really.

9. There is nothing deadlier than conversations on race. Nothing. Okay maybe High School Musical 3 but it’s close.

10. You want to see this again, or should it be a once in a lifetime thing?

Beau Breedlove sat down with Ross Palombo of CBS News to tell his side of the story.

Breedlove says their relationship began when he was 17, working as a legislative intern. Adams was 42 and a commissioner for the city of Portland.

“What attracted you to him?” Palombo asked.

“Our friendship, his personality…” Breedlove said. “I thought he was very handsome, I thought he was very charismatic.”

The second time they met, the subject of Breedlove’s age came up.

Breedlove says Adams was surprised to learn he was 17.

“He was worried about the perception of our relationship at that time,” Breedlove told Palombo.

But not worried enough to stop their first kiss, Breedlove says, a kiss goodbye at the train station.

“It was a kiss, it caught me off guard, but it was mutual,” Breedlove said.

“He, the adult, knows you’re 17… but kisses you anyway?” Palombo asked.

“It just happened… It just happened,” Breedlove whispered.

Breedlove also details a kiss inside City Hall, and tells when he and Adams first had sex.

While the Portland Attorney General is investigating whether Breedlove was of the age of legal consent at the time of the sexual relationship, Breedlove insists he is not a victim.

Breedlove also describes his life today, and his relationship with Adams now.
