I lived in South Africa for 6 months last year working in an antiretroviral clinic in the middle of a Xhosa speaking community. Almost all of the clinic’s funding for ARVs and educational programs came from the US’s PEPFAR and USAID. With that said, though, the South African government has come a long way in recognizing their AIDS epidemic and increasing the amount of funding for their healthcare system to combat this problem. Keep in mind that most HIV vaccine work is directed toward the subtype that effects those within the same country as the researcher, and that the subtype affecting SubSaharan Africa is different than that found within the US and Europe. So with little success in the developed world, South Africa is putting its money behind treating people now with ARVs and raising awareness rather than throwing money away looking for a cure. Maybe it doesn’t from our point of view, but from theirs, it makes sense.
