If I&#039;m reading the chief correctly, he&#039;s kind of saying the opposite. He is basically admitting that his butt was *way* uncovered and that he&#039;s taking action to cover it up.

According to harassment law as I know it, one of the things that makes an organizational vulnerable is the lack of written policies and procedures. (In the absence of such policies and procedures, &quot;differential treatment&quot; occurs easily. If everyone follows the procedures, then no one is treated differently. Erase vulnerability to lawsuit.) It&#039;s also very hard to dismiss someone from their job--again, without getting sued--unless you can demonstrate that they violated written procedures.

Trust me...it&#039;s a *good* thing that they want to put written procedures in place. It reduced cowboy behavior, and it allows them to fire cowboys who don&#039;t follow the rules.</description>

		<description>Is this the same police chief who commented after the initial incident that he was proud that his officers showed so much restraint?  We&#039;ve also already seen the report that shows that they broke rules, so why is he saying now that none were broken?  I wouldn&#039;t trust a thing out of this guy&#039;s mouth.</description>

So why is it that patrons end up arrested and not bartendersor license holders?  The important point to remember here, just because you are in a bar and have had too much doesn&#039;t mean you are safe from arrest for public intoxication. You cannot wait it out while you process the alcohol and lower your blood alcohol level.   People have been arrested in hotel bars when all they had to do is go up to their room.   Don&#039;t drink in Texas!</description>
