I don’t understand why he would want to ban the needle exchange program when studies have shown it helped to reduce the number of HIV/AIDS infection amongst IV drug users.

I read more about this on HuffPost. Apparently, Obama did not want a policy battle in the budget.

Some things are worth fighting for and the needle-exchange program is one of them. It saves lives!
