		<description>Let&#039;s see where the chips fall on this one.  New Hampshire, unlike most states, does not need a committee to approve a bill.  It just gives a &quot;recommendation&quot; and then the full Senate votes on the matter.  While the recommendation can carry some weight on issues that must be carefully studied, I think this one is different.  Senators have certainly formulated their stance on the issue, and there will be a full up or down vote in the Senate.  I doubt that one Senator&#039;s vote on the issue will influence anymore.  That being said, the full Senate passing the bill is far from assured.  And, then there&#039;s Gov. Lynch to deal with.</description>

In 2008, he voted against hospital visitation rights and adding domestic partners to the list of family members a person can add or remove from the deed of their home without paying recordation and transfer taxes and fees. This year, he voted against exempting domestic partners who co-own homes from inheritance taxes after the death of one person.
