Issue the RFP for new management organizations for the shelters and the soup kitchens, etc...We already saw the mistake that a &quot;DADT&quot; type law is. Hopefully we can learn from history and not repeat the mistake of another &quot;DADT&quot; type rule. &quot;Equality&quot; isn&#039;t really equal if it has exemtions and qualifications...it becomes more like &quot;separate but equal&quot;...which is still discrimiation.</description>
