These points of view cannot be reconciled. A decision must be made and a way foward must be presented. These maneuvers only delay the inevitable. The differences are between people who beleive in a completely inflexible interpretation of church dogma and people who believe in a a growing and constantly evolving understanding of their faith. The choice seems simple enough, but Williams is straddling both sides of the fence and is merely wasting time. Rowan Williams has not demonstrated good leadership on this issue. The Anglican Church can bless the hounds and the horses and the GUNS at a fox-hunt (I suppose they pray for the repose of the soul of the poor fox), but they cannot bring themselves to bless the love of two people of the same sex for each other.
